DAVID BEJARANO is the owner of Presidential Security Consulting Company, providing security consulting services to foreign-owned companies operating in Mexico. He is also a member of the Board of Directors of the San Diego County Hispanic Chamber of Commerce. Mr. Bejarano previously served as the United States Marshal for the Southern District of California and was the Chief of Police of the San Diego Police Department. Mr. Bejarano earned a Bachelor of Arts degree in Business Administration from National University and is a graduate of the FBI National Academy and FBI Southwest Command College. |

JEFFREY DAVIDOW is the President of the Institute of the Americas, a not-for-profit center that promotes dialogue on important issues of public policy in Latin America located on the campus of the University of California, San Diego where Ambassador Davidow is also an adjunct professor in the Graduate School of International Relations and Pacific Studies. Ambassador Davidow was previously the United States Ambassador to Venezuela, and later, to Mexico. Ambassador Davidow earned a Bachelor of Arts degree from the University of Massachusetts and a Masters of Arts from the University of Minnesota. He was a Fulbright Scholar, studying in India, and was a visiting fellow at John F. Kennedy School of Government and the David Rockefeller Center for Latin America Studies at Harvard University. |

MARIA DAVILA is the Chair of the Board and Chief Executive Officer of Corporación de Telecomunicaciones Regionales, a telecommunications company she founded in Mexico that provides phone and Internet services to underserved markets in Mexico. Ms. Davila was one of the founders and an original member of the Board of Directors of 1st Pacific Bank of California, a La Jolla-based community bank. Ms. Davila earned her Masters in Business Administration from Harvard Business School. |

MAX FREIFELD is a partner in Prediales Atenas S.A. de C.V., a real estate investment company involved in the development of residential and commercial real estate projects in Mexico and is also a partner, board member and consultant for Autos Orientales, S.A. de C.V., a Nissan automobile dealership in Mexico where he was previously general manager and commercial director. Mr. Freifeld was previously a founder and board member of two mortgage companies in Mexico that focused on mortgage origination and servicing. Mr. Freifeld earned a degree in Architecture from Universidad Anahuac in Mexico. |

GERSHON JAFFE is a Certified Public Accountant and is the Chief Financial Officer of Jaffe Finance Company, LLC, which specializes in asset-based financing and leasing for professionals such as physicians, dentists, attorneys and accountants. Mr. Jaffe was also the Senior Director of Financial Reporting for San Diego-based Trizec Properties, Inc., a Real Estate Investment Trust which traded on both the New York Stock Exchange and the Toronto Stock Exchange. He was responsible for all the financial reporting requirements for this multi-million dollar property development and management company. Mr. Jaffe obtained his Accountancy credentials from the University of Cape Town, South Africa. |

HOWARD B. LEVENSON is the Chairman and Chief Executive Officer of Western Financial Corporation, a registered securities broker-dealer and investment-banking firm based in San Diego, California. Vibra Bank represents the third time that Mr. Levenson has sat on the Board of Directors of a community bank. He is also the President and Chief Executive Officer of Fortuna Financial, Inc., an investment-banking and consulting firm providing independent financial services. Mr. Levenson was a founder and Chairman of the Board of Southwest Community Bancorp from 1996 to 2006 (when it was sold). He served as a Director of Southwest Bancorp and its subsidiaries from 1985 through 1989 (when it was sold). Mr. Levenson earned his Bachelors of Science in Business Management from San Diego State University. |

LUIS MAIZEL is the Senior Managing Director and co-founder of LM Capital Management and LM Advisors, the second-largest Hispanic money management company in the United States, with over $3.5 billion under management. Mr. Maizel is also Chairman of the Hispanic National Mortgage Association, President of Maizel Enterprises, Inc., a real estate development company, Chairman of BBG Telecom, S.A. de C.V., member of the board of directors of United PanAmerican Financial Corporation and a member of the United States board of directors of Nacional Financiera. Mr. Maizel earned his Bachelors of Science in Mechanical Engineering and his 33 Masters of Science in Industrial Engineering from the National University of Mexico. He also earned a Masters in Business Administration from Harvard Business School. |

SCOTT T. PARKER, who is also Vibra Bank’s President and Chief Executive Officer, has twenty-four years of commercial banking experience. Immediately prior to becoming a founder of Vibra Bank, he was the Senior Vice President and Regional Manager of Escondido-based Community National Bank. Prior to that, Mr. Parker was the Executive Vice President and Chief Credit Officer of Rancho Bernardo community Bank. Mr. Parker earned his Masters in Business Administration from San Diego State University and graduated from the Graduate School of Banking at the Pacific Coast Banking School in Seattle, Washington. Mr. Parker is an active member of the Chula Vista Chamber of Commerce, and the South County Economic Development Council. |

ENRIQUE R. SCHON, who is also the Chairman of Vibra Bank’s Board of Directors, is the President of SARSAP, a commercial real estate development company in Tijuana and is a founder, major shareholder and member of the Board of Directors of Banca Mifel, a Mexican bank with over $900 million in assets and 17 branches in Mexico. Mr. Schon is also a member of the San Diego County Hispanic Chamber of Commerce. Mr. Schon was previously the President of Leroy de Mexico, a conglomerate of apparel businesses based in Mexico City, consisting of manufacturing, distribution and retail operations and was a member of the Board of Directors of Grupo de Vivienda Accesible, a builder of low-income housing near Mexico City. |

M. Catherine Wright, our Chief Financial Officer, has over 25 years of commercial banking experience in the San Diego area. She was recently Executive Vice President and Chief Financial Officer of Landmark National Bank, and prior to that she was Senior Vice President and Chief Financial Officer for Scripps Bank. Before that , Ms. Wright worked for other community banks in the San Diego area in various financial, lending and operations positions. She earned her Bachelor of Science in Accountancy from National University and graduated from the Graduate School of Banking at the Pacific Coast Banking School in Seattle, Washington. Ms. Wright is currently president of Financial Women International’s GoldenWest District. |

Gary Housman, Chief Credit Officer, has 32 years of commercial and real estate lending experience. Immediately prior to joining Vibra Bank, he was Executive Vice President and Chief Credit Officer of Point Loma Community Bank. Prior to that Mr. Housman was with U.S. Bank, where he was a Senior Vice President/Manager for its Commercial Banking Group in San Diego. Mr. Housman began his career in 1975 with Security Pacific Bank before leaving to take on various assignments with local community Banks. Mr. Housman earned his Masters in Business Administration from Pepperdine University. |

Carole Tarantino, Senior Vice President, Operations Manager, has thirty-three years of banking experience including significant experience in operations and data processing. As Senior Vice President with Rancho Bernardo Community Bank, she implemented and supervised the bank's operations and in-house data processing department, from the de-novo stage until the bank's sale in 2005. Prior to that, Ms. Tarantino served as Vice President, Data Processing for The Bank of Rancho Bernardo. Ms. Tarantino graduated from the California Banking School in 1993. |

Dan Schon, Senior Vice President, Senior Business Development Officer, has spent his professional career with banks located in the San Diego County market. His position with Wells Fargo as Vice President, Business Specialist, was followed by a successful engagement with Ironstone Bank in La Jolla as a Business Deposit Consultant. He is a founding organizer of Vibra Bank, and is an active member of the San Diego Hispanic Chamber of Commerce, the Chula Vista Chamber of Commerce, and the Mexican-American Business and Professional Association. Mr. Schon earned a Bachelors of Arts in both Economics and in Spanish at the University of California, Davis. |
